In a democratic country where rule of law is established, all people are equal under the law. Thus, rulers and the rules must obey the law of the country. Rule of law states that, no one is punishable unless proved guilt. It further calls for the judiciary to provide justice, protect the rights of all citizens and settle conflicts.
