Law is a body of rules or principles. These rules or principles aim at maintaining peace, order, justice, and defining the rights of the Citizens. They also aim at harmonizing conflicting interests and providing means for punishing wrong doers.

In a democratic country where rule of law is established, all people are equal under the law. Thus, rulers and the ruled must obey the Law of the country. Rule of Law states that no one is punishable unless proved guilt. It further calls for the judiciary to provide justice, protect the rights of all citizens and settle conflicts.  A non – democratic government is a form of government that normally does not come into power by popular election. It is the government which gets into power without majority will and people’s legitimacy. In most cases, this government results from competent, manipulation of election process or changing a democratic government into dictatorship after a leader has attained power through elections. Adolf Hitler of Germany was an example of a person who led his country using dictatorship style. He had come to power through popular election eventually changed into a dictator there after. 

 In this kind of leadership only one person or small group of people who are either economically power full or with many supports control the government. Also, they are responsible for decision making in the society.

A good example of non – democratic government is totalitarian government like that of Hitler or Mussolini of Italy.

 Other example of authoritarian or dictatorship governments are like those of former Zaire under Mobutu Seseseko and Uganda under Idd Amini.

4. Read the following passage carefully and then answer the questions that follow:

 In 1977, TANU and ASP United to form Chama cha Mapinduzi (C.C.M). This Union created the need for a new Constitution. Then president of Tanzania Mwalimu J.K.Nyerere appointed a constitutional Commission of twenty people to oversee the making of a new constitution. Each side of the union was represented by ten members.

 President Nyerere appointed the representatives of the constituents Assembly to consider the proposal of the constitutional commission to enact the constitution. The members of the constituent Assembly were 45 from Zanzibar and 156 Tanzania Mainland. They discussed and agreed on the constitutionals made by the constitutional commission then, the current constitution was adopted. This constitution is known as the constitution of the United Republic of Tanzania of 1977.

4.Read the following passage carefully and then answer the questions that follow:

A wildfire is unplanned fire that burns in natural areas such as forest, grassland, or prairie. The wildfire can spread quickly and can devastate not only wildlife and natural areas but also communities.

The risk of wildfires depends on a number of factors, including temperature, soil moisture, and the presence of trees, shrubs and other potential fuels.

Wildfires can disrupt transportation, communications, power and gas services as well as water supply. They also simultaneously impact weather and the climate by releasing large quantities of carbon dioxide, carbon monoxide and fire particulate matters into the atmosphere. Resulting air pollution can cause a range of health issues, including respiratory and cardiovascular problems. Another significant health effect of wildfires is on mental health and psychosocial well-being.

The magnitude of the physical and human costs from wildfires can be reduced if adequate emergence prevention, preparedness, response and recovery measures are implemented in sustainable and timely manner. This includes strengthening human resources for disaster management, containing the release of harzadous materials, putting in place early warning systems and issuing health and air quality advisories.

A non-democratic government is a form of government that normally does not come into power by popular election. It is the government which gets into power without majority will and peoples legitimacy. In most cases, this government results from coup detat, manipulation of election process or changing a democratic government into dictatorship after a leader has attained power through elections. Adolf Hitler of Germany was an example of a person who led his country using dictatorship style. He had come to power through popular election eventually changed into a dictator thereafter.

In this kind of leadership only one person or a small group of people who are either economically powerful or with many supporters control the government. Also they are responsible for decision making in the society. A good example of a non-democratic government is totalitarian like that of Hitler or Mussolini of Italy. Other examples of authoritarian or dictatorship governments are like those of former Zaire under Mobutu Seseseko and Uganda under Idd Amini. The basic feature of non-democratic governments is the absence of democratic principles.

A non-democratic government is a form of government that normally does not come into power by popular election. It is the government which gets into power without majority will and peoples legitimacy. In most cases, this government results from coup detat, manipulation of election process or changing a democratic government into dictatorship after a leader has attained power through elections. Adolf Hitler of Germany was an example of a person who led his country using dictatorship style. He had come to power through popular election eventually changed into a dictator thereafter.

In this kind of leadership only one person or a small group of people who are either economically powerful or with many supporters control the government. Also they are responsible for decision making in the society. A good example of a non-democratic government is totalitarian like that of Hitler or Mussolini of Italy. Other examples of authoritarian or dictatorship governments are like those of former Zaire under Mobutu Seseseko and Uganda under Idd Amini. The basic feature of non-democratic governments is the absence of democratic principles.

It didn’t transmit our traditional values, knowledge and attitudes from one generation to another, since independence actions have been taken by the government of Tanzania to change all that.

The racial difference within education system itself has been abolished. Discrimination based on religion has also been abolished. There has also been a very big expansion of education facilities such as schools. As a result the number of children going to school has greatly increased in primary and secondary schools as well as colleges. This is something that we can be proud of. Above all the education provided in all our schools now is much more Tanzanian content.

It stresses equality of all human beings and discourages attitudes of inequality, superiority and discrimination of all kinds. 4. Read the following passage carefully and then answer the questions that follow.

Wild life refers to all animals and plants living in their natural environment. Wild life is very important resources to any country as it produces meat which is used by man as food. Other products from animals and plants include wood, far, skins and ornaments just to mention a few.
The increasing population in Tanzania has also increased the consumption of wildlife products in the country. This has led to the increased destruction of the natural habitat of animals and plants. Therefore, there is a need for intentional measures to conserve it. Such measures are protecting natural vegetation, enforcing law, practicing modern game cropping, avoid poaching, animal control from diseases and enacting by laws of not endangering animals.
Thus to conserve wild life in our environment it is also important to encourage game cropping in places where game species seem to be populated to reduce overgrazing and soil erosion.

4. Read the following passage carefully and then answer the questions that follow:

      Sexually transmitted infections or STI’s are infections passed from one person to another during sexual inter course. Unsafe sex leads to STI’s. these infections can be passed from pregnant women to their babies during delivery. STI’s can cause serious problems to the victims. Some of the short comings caused by STI’s infections include infertility in men and women, premature delivery or delivering under weight babies, pregnancy outside the womb of the woman, death due to severe infections particularly HIV/AIDS, lasting pain in the lower abdomen and concern of the cervic.

     Both men and women can get STI’s.  But a woman gets infection from a man more easily than a man from a woman. It is hard to tell the symptoms if a woman is infected because most STI’s occur inside woman’s body where symptoms are difficult to see.

     Symptoms of STI’s particularly gonorrhea or syphilis include yellow or green discharge from virgin or anus, pain when passing urine, fever, and discharge from penis, pain or swelling of the testicles, bleeding during sex etc. 

Generally STI’s are very dangerous infections as they can lead to death.
